The German language file has not been updated in awhile. Its charset is currently "iso-8859-1" and should probably be UTF-8.
If capable, perhaps the original poster can use the blank .po file from here: http://clamtk.sourceforge.net/clamtk.po and the current de.po file as reference from here: http://clamtk.cvs.sourceforge.net/clamtk/clamtk/po/de.po?revision=1.4&view=markup and resubmit.
