Well, I don't know how to "reproduce" it... it's present on my computer, and I don't have manualy edited the /usr/share/themes/NewHuman/gtk-2.0/gtkrc file, so either the file is corrupted (I join it), or there is a dependance needed that hasn't been installed on my computer... I tried to pass the line to the "default", but it doesn't change anything.
