This bug is INVALID, not a dupe of 118745. Firefox is behaving exactly as expected. When you set a default font size in Firefox you're setting the size in px, not pt. The expected pt size for a 10px default font at 94 DPI would indeed be 7.66pt (72 / 94 * 10).
