For now, we don't - bugs are reported no matter what.  As the list of
bugs build up, we should be able to develop heuristics about what
software vs. hardware errors look like.  When we start being able to
identify hardware errors programatically, we can add a more
sophisticated solution that warns the user about potential hardware
issues instead of reporting to us.

To be clear, I'm proposing this change as a necessary step on the path
to a better solution, rather than a complete solution in itself.  A
better solution can only be built on real-world data, and I believe this
is the only practical way of gathering that data.
