628x369 is the smallest I can make Synaptic on my system. At that
point, the package description section cannot be made any smaller than
450x175. This leaves enough space to view 1.5 rows of packages at a
time in the package list. If you suppose that there is no panel so the
Synaptic window can be the full 800x480, 5 rows of packages at most can
be visible at a time. It seems to me that the solution would be to
implement bug#71314
