"New language settings take effect once you have logged out." looks good
to me.

I'd still prefer small print in the window instead of in an update-
notifier alert (it should be a general goal to use fewer alerts over
time), but it's up to you to decide whether you have time for that.
Since it applies to "complex character" "support" too, this small print
would be unindented immediately above the Cancel and OK buttons, rather
than indented under just the "Default language" menu. It would be easy
to see because it should start with a miniature info "(i)" icon.
