It would seem to me that if the problem only happens during a suspend/resume, 
then it would be up the kernel to handle the problem.  You mentioned that you 
also get it during a fresh boot - in this case, it could be due to Xorg not 
detecting the hardware correctly.
Most of the discussion on this bug has been related to suspend/resume, so I 
would prefer to stay on that course, gather the needed information, then let 
the kernel team decide if it's something else.  Otherwise we are just guessing.
