It might be related, but the behaviour is different. #245383 seem to affect the whole screen regardless of what apps are running. This bug is just about pigment apps. When running the pigment in a window, only that window flickers. Also this bug happens only on intel chips, while #245383 seem to happen on nvidia, ati and intel chipsets.
