I have *nearly* the same problem here: Enabling keyboard layouts stop my arrow keys working but not instantly.
I enabled the keyboard layouts some days ago and then that: https://bugs.launchpad.net/ubuntu/+source/kdebase-workspace/+bug/262572 happened. And today (two days later) all of a sudden my arrow keys + ins, delete, pg up+down stopped working. Disabling the keyboard layouts made my arrow keys + ins, delete, pg up+down work again. But not my multimedia keys.
