Unfortunately non of Gnome help is translated into Hebrew (or Arabic, another rtl languages, in which the same problem exists, as far as I can tell), so I can't answer that. All I can say is that the GNOME help (which appears in English) is aligned to the left, although the Hebrew locale is set (but, considering that non of GNOME help is translated into Hebrew, aligning the English to the left is a good idea).
