$ killall gnome-power-manager
$ gnome-power-manager --verbose --no-daemon 2>&1 | tee gpm.debug.log.txt

at the end of the log I added the command "watch --interval=10 acpi -b" in a 
2nd terminal.
This caused the hal messages

=> normally, hal does not produce these messages, thus gpm has no input to 
change power settings.
Another confirmation that somehow I have to tell hal that the battery status 
has changed!
