To get the package removed, ubuntu-archive needs to be subscribed. They are the ones who can remove the package, and who have the last word on the subject.
I agree ideally reportbug should be extended to work with Launchpad, but until someone does that work, I think there's no sense in having it sending bugs to a users mailing list.
