I think Tero Karvinen's solution of patching gtkFileChooser is
excellent:

If it is found to be objectionable that people using /tmp as working
directory have to browse to /tmp every time they save their file: a
solution with read-only flag for temporary files can be thought of (gtk-
file-chooser will only do /tmp-->$HOME when file is read-only) but this
will require patches for all pieces of software creating the file in
/tmp.
