Any system where the list of featured applications never changes, for
however many years you have that version of Ubuntu installed, cannot
possibly be "the best way to go".

The list should change at least once a month, including the best of the
applications in the Independent archive. This is a relatively simple
problem, requiring four main things:
*   a way of providing different lists to different Ubuntu versions, so
    we don't show you software that isn't available on your version;
*   someone to maintain the lists;
*   a server to host the lists on;
*   Ubuntu Software Center to fetch and cache the list from the server
    every week or so.
