IMO the team should be created with only one objective - cut down boot
time in Intrepid+1, using all possible means (upstart, prefetching,
early login, etc.).

That's what have been done by Microsoft for XP - they had the goal to
bring boot time to 30s and managed to do it. Apparently they forgot to
do the same for Vista ;)

I volunteer to take active part in this team and make prefetch ready.
But it would need broad support from Ubuntu developers and users
(testing and providing feedback).
