That's actually what it's doing. However, it needs to do things like dpkg -S (not precisely, but similar) to find out that the crashed app isn't a pacakged app. However, it shouldn't get in the way at all for binaries in e. g. /home or /tmp. If it does, that's a bug and should be reported.
