Just my opinion, but there are so many people already used and guides
written with ppa-purge that I'd not "rename" it.
I'd consider it a softer suggestion to:
- add an additional link under the new name to the ppa-purge executable.
- make it part of the ppa-purge package so everyone picks up the new name
- if you want a package "named" the new way consider a (virtual) package
that depends on ppa-purge (kind of the first step to renaming anyway)

In general renaming would be some extra effort see
https://wiki.debian.org/RenamingPackages for more details.

Well I'm not the maintainer there, so really only personal opinion of one
used to the old name :-)

Nor any feedback. https://answers.launchpad.net/ppa-purge/+question/404025

While not the best expert on this I think I could answer the question you
had there.
TL;DR - Target reference in your case is "master"
