Sounds fine to me.
Which package should own the change?  initscripts?

I had thought that pam could change the default /etc/security/limits.conf,
which would have done the trick, but they don't want to change default
kernel limits, and said the change should be made in the kernel.
I hope this change doesn't get hung up looking for someone to own it...
