As one of persons which applied for UCD instead of going to PPU directly
I think that "Ubuntu Developing Members" sounds better.

For me (non-native English) it sounds more like "Ubuntu Member who do
development" when "Ubuntu Development Member" sounds like "member of
Ubuntu Development team" == Ubuntu developer with some kind of upload
rights.
