I agree about the problem statement and what you are trying to accomplish. What I think is important though is that the DAT should be there to support the applicant and, if needed, encourage the applicant to discuss matters with DMB members. To put it a bit differently, I think the DAT should be there as part of the support system for the applicant, not as a substitute for the applicant communicating with people.
