AFAICT, the only way to change modifier keys (e.g. swap control and
caps lock,
remap left & right alt) is to use the tried and true xmodmap, but
this is far
from user friendly.
What's even worse is that this isn't the best place to do this - what
you really want to do is set
XKBOPTIONS="compose:menu,ctrl:nocaps"
in /etc/default/keyboard; then this is applied everywhere, even VTs.
