Hm, I still see rsync blocked (or maybe you were referring to a previous version of rsync in your email...): https://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html#rsync It's being blocked by dgit (failing on all arches), diaspora-installer (failing on armhf; but it seems to have passed now), and livecd-rootfs (failing on arm64; I think it's worth a retry just to make sure it's not an intermitted failure).
