There is no historic MIR for this package linked from
https://people.canonical.com/~ubuntu-archive/component-mismatches-proposed.html,
and it's not in main in any supported release.  When was it previously in
main, since you say "promoted back"?

The Foundations Team often takes the view of perl modules only used for e.g.
lintian that a lightweight review suffices for promotion, but I'm not sure
whether that would apply here (I would defer to Matthias).

Heh, I then had to remove the same binaries from the release pocket ;)
(e.g. https://launchpad.net/ubuntu/groovy/i386/librust-gtk+v3-22-26-dev)
