This isn't the *only* problem, as on do-release-upgrade all those
packages will be silently re-installed, e.g.:
https://bugs.launchpad.net/ubuntu/+source/netplan.io/+bug/1845234

I'd support the change to Recommends for ubuntu-advantage-tools, and
also netplan.io.
