mmm.... I have the same problem. I'm using Eee 900 16G and tried to install Ubuntu Eee 8.04 on 4G SD card.
I can boot with usb stick (grub works perfectly with it), but all I get is the error 21 when I try to boot without the usb stick. I've tried to change menu.lst, but 1) changing (hd2,0) to (hd1,0) doesn't help (actually, now it looks for other drive and won't boot up at all), and 2) I don't even see groot defined in the document. Overwrite menu.lst file of Xandra's with Ubuntu's didn't help either...
