Would testing suspend-to-mem and suspend-to-disk independently work to
validate this behavior?

I also did a search for "ubuntu s2both" and results look pretty bleak :(
it seems to require a bit more tweaking. I'm probably wrong so if you
know whether it's easily configurable please let us know.

Agreed, however "printing or scanning" in the context of the *computer*
basically means testing the USB stack works correctly. If it does, but
the printer and/or scanner has no Linux drivers, which one is not Ubuntu
Friendly? and just to be clear, peripherals are not being considered in
this project. If my system is friendly but my "peripheral X" doesn't
work, it's the peripheral's fault.

I think we can get useful data from an actual user's observations, but
like Ara said, this needs to be handled carefully, as it's information
coming from humans :) (sorry to sound like a robot here).

Great idea, I'll take a look and see if there's some useful info to be
