The reason of this is because Pacemaker works as the CRM for Hearbeat since version 2.99.x. The reason of that error, is simply because the heartbeat version on the Repos is 2.1.4, so that version still includes the CRM in the heartbeat code and is not compatible with Pacemaker yet. We are going to resolve this in future Ubuntu versions.
