Thank you for reporting bugs and trying to make Ubuntu better.
At the time, heartbeat/pacemaker based cluster weren't supported and the
packages were not available. The latest Ubuntu releases, (Maverick) and
the development release (Natty) include updated software based on
pacemaker based cluster.
However, for the reason that heartbeat-3 was non-existent at the time,
I'm closing this bug report.

according to http://www.linux-ha.org/DownloadSoftware, pacemaker obsoletes
crm.
In order to use hardy LTS (Release: 8.04) until 2011, please provide
heartbeat-3 together with pacemaker.
