How about the Dell Inspiron 1525 or Dell XPS 1550(or 1350) or Dell Studio.
IIRC, these laptops had an option for Ubuntu pre-installed.
I'm not sure if they fall in your budget, but you should definitely check
them out at Dell's Indian store.
