You have been subscribed to a public bug by Yaron (sh-yaron): I prepared a Hebrew translation and uploaded it to the Skype forums, I think it would be great to add it by default to the Skype package so that Hebrew users will get it automatically.
I think only the qm is needed so that the translation will appear.
