I will try to answer your second question. (or rather share how I did it).
You may install the latest version of Fedora. While installing choose Tamil
language along with English.
After installation you will be able write e-mails in Tamil and use openoffice
to write documents in Tamil. For this to happen you may have to choose Tamil as
the language for text input which can be selected using the SCIM tool (This
tool appears as a small icon on the task bar).
There could other formal and direct ways of doing this which I hope our friends
would share so that we can learn from them.
