Hi, this problem is associated with this [1]<https://bugs.launchpad.net/rosetta/+bug/557653>bug. It means that a person named Lê Kiên truc downloaded translation to work on it offline, then uploaded it again but not all strings were translated (their translations remains blank). And finally Launchpad (Rosetta) unfortunately did what you can see at the image.
Mentioned bug is triaged with low importance so it should help if there will be more "Affect-me"s.
