I was the one who choose the Feature of the Week for Issue 19, and
decided on Scribus in large part due to some personal experiences
involving people sending me MS Publisher files and not understanding why
they were useless to me, given that Scribus is available cross-platform
and even with whatever bugs it may have being a generally recommended
application out of what's available.  Maybe we'll even get lucky and its
presence in the UWN will help attract the right sort of attention to
address your bugs.
