I like it John, yes. (typos accepted)

The target market is - yes - windows users. There will be some people 
who are not yet computer users  - total novices (includes the elderly, 
an interest of mine) and children as members of families generally, 
also as individuals and also as part of the education market, It would 
have included a two year old child I know, but it already has a ubuntu 
machine  :-)

Given that the LoCo teams may or may not be interested in advocay 
anyway, and if they are they will take a local view, they can take it 
or leave it from a choice of what this list offers.

It all allows the locos to do their own thing, and does not restrict 
this list to take a judgment of any loco activity. If there are 
gloabal or very wide ranging issues then I expect us to have an 
informed approach for the issues, if not take a lead.

If this list produces something which is good for local things near 
me, I would want to use it directly, or maybe adapt it for my local 
needs.

The Ubuntu LoCo is not the only organisation around here (near me) 
which is active for advocacy. In fact the (my UK)  LoCo is, I would 
say, a bit more into user support and discussion rather than advocacy, 
currently anyway.
