A first beta of the HW video accelleration driver and infrastructure will be part of the next graphics driver (Alpha2) release which is expected to become available in WW37 or WW38.
For Ubuntu the most interesting component will be the VA API in the form of libva since that will be open source and a first version (0.20) will be made available on freedesktop.org shortly. The VA API is still somewhat in flux, in particular we still expect to make some changes wrt video-postprocessing such as subpicture support for subtitles.
