I might not describe so clearly, I am saying when installing/removing a debian package that doesn't ship a file in /usr/share/applications, cache update should not be triggered.

I don't understand the case you describe: you're saying a package doesn't ship a file in /usr/share/applications but still needs to run a cache update?
