a) There's a difference between being able to technically carry out certain actions and to have the power to authorise said actions. I think you should focus on the latter and perhaps in time let that form a basis for the former (if, say, the motu-release charter were to say that motu-release were to have sole power to authorise uploads during deep freeze, the archive admins could do their thing until such time when Launchpad might extend this ability to motu-release). b) I don't see the motu-release charter as an attempt to describe what motu-release *are* able/empowered to do, but what you'd like to propose that they *should* be able/empowered to do.
