up.html#install-basic-packaging-software lists apt-cache as being
installed by the command above it. However, apt-cache is already
installed since it is a part of apt. So it really isn't provided by
'sudo apt-get install gnupg pbuilder ubuntu-dev-tools bzr-builddeb apt-
file'. While apt-cache is a useful command its wrong to list it there.
