I'll update this based on my recent experience merging packages from Debian for Precise. I just went through the (rather painful, but successful) procedure with the bzr/udd guys.

(Except that it doesn't work, doing quilt pop -a first then causes merge-package to fail because there are local uncommitted changes; needing to spuriously add commits for unapplying and applying the quilt series seems bogus to me.)
