When looking at the online site, it says:
"With the changelog entry written and saved, you can just run:
bzr commit
and the change will be committed (locally) with your changelog entry as
a commit message."
As far as I know, 'bzr commit' requires you to enter in a commit message
and doesn't take it from the changelog. The correct command for this is
'debcommit'.
