This seems to be not for every user the case, but occure sometimes as a google serach has given. On the other hand a adaption the line to https://help.ubuntu.com/community/GnuPrivacyGuardHowto with gpg --send-keys --keyserver keyserver.ubuntu.com <KEY ID> do always work. It may be enough to add in the package guide a hint for this workarround, because it takes hours to find this. This may be caused by the launchpad hint just to wait if the finderpront import do not work.
