You are right, I've checked. I'm following your Guide on a virtual server rented from a VPS-provider. Strangely enough, they install ubuntu with "APT::Get::Install-Recommends "false";" in /etc/apt/apt.conf.d/00InstallRecomends ... I'll ask them why they do that.

In that paragraphe it is said that the packaging-dev will install all the nesscessery packages and more. A few lines further, there is a reference to the tool "pbuilder-dist" but this tool is not installed. The pbuilder-dist tool is found in the package ubuntu-dev-tools. Alsow the packages bzr-builddeb and apt-file are not covered in packaging- dev.
