Hm, I just saw that I just didn't seeit, as I first came to http://developer.ubuntu.com/packaging/html/fixing-a-bug.html by Google ("Ubuntu fix bug"), - there the first line shows a link to setting all up. So maybe just my fault - feel free just to ignore this "bug" report.
