This is the same problem the multi-global everything dash search has on
the desktop. People expect a dedicated tool to start applications that
they have got on their device. Combining it with other stuff just causes
random problems like the whole shopping lens thing. By all means keep
the scope tool, but it would make much more sense to take application
launching out of it's hands.
That way the dash of scopes becomes just a normal application that you
can close like any other application. In the top bar you could have
something to the left of the notifications that would be for launching
all the applications you have on your device.
