Uh, the Launcher reverses in phone mode.  It's normal in desktop mode.

It's all about ergonomics.  For people holding a small device in their hands 
and using fingers to interact it's easier
to have a common control at the bottom, but for people using a mouse and a 
non-touch display sitting on a desk in front
of them, Fitt's law puts that point at the top.  Convergence means the software 
appears and reacts the right way for the
current configuration.  Change the configuration, change the way the software 
appears and reacts.
