Have you looked at this bug
https://bugs.launchpad.net/canonical-devices-system-image/+bug/1576986 ?
Bluetooth 4 or BLE devices are not discovered by Ubuntu Touch, but you
can find and connect them through bluetoothctl in the Terminal.
