When you access Settings->Security & Privacy->Location, do you see the option for "Using GPS, anonymized WiFI, and Celluar Network info?" Make sure that option is selected and that the App you want to use has permissions below. If you don't see that option, you might need to flash your phone to the "proposed" channel to fix it.
