The fallback to the (possibly installed) Qt 4 version is by design in qtchooser in case none of the above is in use. I'll mark the bug as "Invalid". Not that the problem wouldn't be valid, but because it's working as intended by the qtchooser tool. My workaround is to create a soft link from /usr/lib/x86_64-linux- gnu/qt4/bin/qmake to '/usr/lib/x86_64-linux-gnu/qt5/bin/qmake, but that's not a proper solution.
