This leads one to look for some reason why the SDK would think the file is missing despite it being in the directory, such as permissions or other issues that might arise from installation rules in the build system, rather than looking at the contents of the file itself to see they are wrong. A missing file, and syntax errors in the file, should be reported differently, as they are very different and distinct problems.
