This is not a specific qtcreator-plugin-ubuntu bug. The "ubuntu-scope-network" 
policy was deprecated a long time ago.
So throwing a error when its used is the correct behaviour.

  Documented scope template causes click build error

Status in qtcreator-plugin-ubuntu package in Ubuntu:

Bug description:
  This 14.04 docs page [1] says to build a scope click pkg you need to
  use one of two templates in your SCOPE.json file.

  in up-to-date 14.04 system, I tried "ubuntu-scope-network" [2] but I
  get an error in SDK when building the click: specified unsupported
  template 'ubuntu-scope-network'
